Summary
The legislative process in the United States is complex and often cumbersome, designed to prevent the passage of hasty or dangerous laws. A bill begins when a congressman or senator introduces it, often based on ideas from interest groups or constituents. After introduction, the bill is referred to a committee for markup and voting. If it passes the committee, it moves to the floor of the Senate or House for further debate and voting. However, many bills face significant hurdles, including the potential for leaders to refuse to schedule votes or for committee members to not support the bill.
The process becomes even more complicated when a bill moves between the two houses of Congress. If one house makes changes, the bill must go to a conference committee to reconcile differences before being sent back for another vote. Even if both houses approve the same version, the president can veto the bill, requiring a two-thirds majority in Congress to override. This intricate system, which includes various procedural hurdles known as "veto gates," is intended to ensure broad agreement before laws are enacted, reflecting the founders' desire to prevent authoritarian governance.
The discussion also touches on the political landscape, highlighting criticisms against Senator Sherrod Brown for his voting record on issues such as taxes and immigration. Critics argue that Brown has prioritized benefits for undocumented immigrants over the needs of his constituents, framing his long tenure in politics as ineffective for Ohio residents.

Oh my, Craig has his work cut out for him this week. The process of how a bill becomes a law can be pretty complex, fraught with potential bill-death at every corner. As if just getting through committee isn’t difficult enough, bills have to navigate a series of amendments and votes in both houses, potentially more committees, further compromise bills, and even more floor votes, just to end up on the chopping block of the President. And then in one fell swoop, the President can stop a bill in its tracks with a veto! But then again, a presidential veto isn’t necessarily a bill’s end either. As you can see we’ve got to lot to cover, and we’ll be the first to admit this has been covered before, and extraordinarily well might we add, by the folks at School House Rock. But we’ll give it our best shot - without the singing of course. Well, not too much singing anyway.Support is provided by Voqal: http://www.voqal.orgThis episode is sponsored by Squarespace: http://www.squarespace.com/crashcourse Chapters:Introduction: How a Bill Becomes a Law 00:00Bill introduction 0:49Committee referral 1:02Senate rules 1:35The bill passes the other chamber 1:59Conference committee 2:19The President signs the law 2:39Vetos & Pocket Vetos 2:45Overriding a veto 3:15Why do so few laws get passed? 3:57Places a bill can die 4:14Veto gates 5:02Why Congress has so many procedural hurdles 5:52Credits 6:28Crash Course is on Patreon!
