Chester Arthur: The Most Forgettable Chief Executive?
BioGraphics - True Biographies & History's Most Fascinating PeopleSummary
Chester Arthur, the 21st President of the United States, ascended to the presidency following the assassination of James Garfield. Initially viewed as unqualified, Arthur's presidency garnered mixed reviews over time, with some praising his administration while others labeled him one of the most forgettable presidents in American history. Born in Vermont to Canadian parents, Arthur faced rumors about his birthplace throughout his career, which were later debunked by historians.
Arthur's early career as a lawyer included a notable case in which he represented Elizabeth Jennings, a Black woman who was forcibly removed from a segregated streetcar. This case was pivotal in advancing civil rights in New York City. His political career flourished through appointments and patronage, leading to his role as Collector of the Port of New York, where he wielded significant influence and power.
As president, Arthur championed civil service reform, signing the Civil Service Reform Act of 1883, which established merit-based hiring for federal positions. He also dealt with contentious issues such as immigration, signing the Chinese Exclusion Act despite his personal opposition. Arthur's health deteriorated during his term, leading to his eventual withdrawal from the 1884 election. He returned to private life after leaving office and passed away in 1886, leaving behind a complex legacy marked by both political patronage and significant reform efforts.
