The leaflet that warned donors of AIDS exposure and government denied it

In this episode, we lay out the timeline and decisions around factor VIII, the blood-product treatment for haemophilia, and the conflicting official messages in 1983. We describe who produced and imported those concentrates, what warnings existed, and why the discrepancy between documents matters.

Date: September 1983 (leaflet) Person: Kenneth Clarke Topic: Factor VIII blood products Event: Conflicting government statements on blood transmission of AIDS Country: United Kingdom

- The leaflet mailed to blood donors in September 1983 stated AIDS was "almost certainly" transmissible through blood products. - Two months later, Kenneth Clarke told Parliament there was "no conclusive evidence" of transmission by blood products. - Factor VIII batches pooled plasma from up to sixty thousand donors, magnifying contamination risk from a single infected donor. - By 1979 the UK met only about 40% of its needs domestically and imported large volumes of US plasma drawn from paid-donor populations. - The Bio Products Laboratory operated under Crown Immunity and its facilities were judged inadequate for the scale of production demanded.
