- Plus—North Korean artillery is spotted near the heavily fortified border with South Korea, with guns pointed south as tensions escalate following a deadly landmine incident and previous military confrontations.

- And in today's Back of the Brief—Elon Musk accuses Ukraine of violating Starlink's rules by using the satellite network for offensive drone strikes. The allegations come as Kyiv confirms its satellite communications have been restored following nearly two weeks of restrictions.
