House Judiciary Committee Democrats are calling for the appointment of an independent special counsel to investigate Donald Trump’s relationship with Jeffrey Epstein, potential Epstein co-conspirators, and what Democrats characterize as a Justice Department effort to obstruct or shut down further investigation. The demand came in a new committee staff report released October 26, which compiled allegations and accounts involving 11 women and argued that the available evidence warrants an investigation independent of Trump’s own Justice Department. Ranking Member Jamie Raskin said DOJ officials appointed by Trump could not credibly investigate allegations involving the president while simultaneously deciding what Epstein evidence to disclose, what investigative avenues to pursue and whether to cooperate with other law-enforcement agencies. The report therefore called for a special counsel with the independence to examine the allegations, determine whether other Epstein associates committed crimes and investigate whether DOJ officials improperly interfered with those efforts.
The Democrats also tied the special-counsel demand to their broader accusation that DOJ has repeatedly restricted scrutiny of Epstein’s network. They pointed to the termination of an Epstein-related federal investigation, disputes over evidence released under the Epstein Files Transparency Act, and allegations that DOJ has failed to fully cooperate with state and foreign authorities investigating Epstein associates. The report specifically argued that the same department facing accusations of withholding evidence should not be trusted as the final arbiter of whether the president or other powerful figures require investigation. Congress itself cannot appoint a special counsel, so the recommendation would ultimately require action within the Justice Department, but Democrats are making clear that they intend to continue pursuing the issue through congressional investigations and legislation—particularly if they gain control of the House after the midterm elections. Trump has denied wrongdoing in connection with Epstein.

The House Judiciary Committee Democratic staff report argues that the publicly released Epstein records, FBI interviews, survivor accounts and congressional investigative material establish more than enough evidence to justify a renewed criminal investigation into Donald Trump’s relationship with Jeffrey Epstein and the broader Epstein network. The 53-page report focuses heavily on the overlapping social world surrounding Trump, Epstein, modeling agent Paolo Zampolli and Elite Model Management founder John Casablancas during the 1990s, contending that modeling agencies, pageants and parties provided access to vulnerable young women and girls. It assembles accounts involving 11 women, including Beatrice Keul, Stacey Williams, Jill Harth, “Katie Johnson,” Maria Farmer and two Epstein survivors who testified at Ghislaine Maxwell’s trial. Five of the women, according to the report, directly accused Trump of rape or sexual assault in circumstances involving Epstein or his immediate orbit, while others described encounters in which Epstein or Maxwell allegedly introduced or “presented” women to Trump. The report also points to flight records, Trump’s past comments about Epstein, Epstein communications claiming Trump “knew about the girls,” the disputed Epstein birthday letter, and testimony contradicting Trump’s claims that he barely knew Epstein, never flew on his plane and expelled him from Mar-a-Lago. These are allegations and conclusions advanced by Democratic committee staff, not criminal findings against Trump.
Glenn and Eva Dubin are back in the news, renewing scrutiny of their long-standing relationship with Jeffrey Epstein and raising fresh questions about why the couple remained comparatively insulated from the fallout surrounding his network for so many years. Unlike peripheral figures whose names surfaced briefly in contact books or social circles, the Dubins had a much deeper connection to Epstein that stretched across personal, financial, and institutional relationships. Despite that proximity, they were rarely subjected to the sustained public examination that followed other prominent Epstein associates.

Epstein survivors have publicly challenged Lesley Groff's testimony before Congress, arguing that her portrayal of herself as someone who knew nothing about Epstein's abuse operation is fundamentally incompatible with their experiences. During her June 2026 testimony, Groff described Epstein as a "master manipulator" who kept his criminal conduct hidden from her and insisted that she never knowingly scheduled appointments for minors or witnessed abuse. But several survivors told CNN and other outlets that Groff was far more deeply involved than she admitted, alleging that she arranged logistics, handled payments, possessed identifying documents that would have revealed victims' ages, and was present during key moments in Epstein's operation.
Prince Andrew’s Epstein scandal was not something that simply happened to him; it grew out of a series of decisions he made himself. He maintained a friendship with Jeffrey Epstein even after Epstein had pleaded guilty in Florida to soliciting prostitution from a minor, stayed at Epstein’s Manhattan townhouse in 2010, and was photographed walking with him in Central Park during that same visit. Those choices destroyed any plausible claim that Andrew had been unknowingly caught in Epstein’s orbit before the financier’s crimes became public. He then compounded the damage with his 2019 BBC Newsnight interview, where his explanations for his relationship with Epstein and his responses to Virginia Giuffre’s allegations were widely viewed as evasive, implausible and astonishingly tone-deaf. Instead of ending the controversy, the interview intensified scrutiny and turned Andrew himself into one of the central figures in the Epstein fallout.
